    Making the Media Work for You

    Barbara Magana Robertson has been in the News industry for over 20 years. She is a Media Consultant for her own company, Magana Media. Barbara is focus on helping her clients get their message recognition and awareness to their abilities. Public safety officials and Law Enforcement agencies have used her to consult on social media topics, crisis communications and media relations building.  Her clients range from Olympic athletes, a recipient of the Nobel Prize for medicine and to several public safety agencies.  She began her career at KPRC when she was 19 years old. Her career began as Assignment Desk Assistant. On the news desk, she learned the foundation on how to generate a news story, cultivate contacts and manage the news crews. For years the she learned the news business from veterans in the news industry. While attending St Thomas University, she was promoted to Assignment Editor and then to Manager. Her daily job would be to gather stories for news coverage, conduct the editorial meeting, assign the stories and continue to maintain a watch on breaking news. Her career spans a lifetime of stories. The Terrorist Attacks on 9/11, the Waco Branch Davidian standoff, Several Hurricanes, Sporting championships, tragic stories of fallen officers and countless others.  Every day at Magana Media and KPRC, Barbara is able to help someone. For years Barbara was responsible for the gathering of the news, her focus now is being a champion of her client's efforts.

    Special Guest - Welcome Remarks

    Patricia R. Lykos took the oath of Office as Harris County District Attorney on January 1, 2009. She is the first woman to hold that position since it was created more than 170 years ago. Lykos serves as the chief law enforcement official for a county of approximately 1,800 square miles and almost 4 million residents, a greater population than 24 U.S. states. She oversees an annual budget of about $56 million and a staff of 600 employees. They include assistant district attorneys, investigators and support personnel. The District Attorney has dedicated her career to the pursuit of justice. She started as a Houston police officer, working her way through graduation at the University of Houston and the South Texas College of Law. She entered private practice and went on to be elected to County Court and State District Criminal Court judgeships. Lykos presided over more than 20,000 cases in her 14 years as a felony court judge. Lykos has served this community as a senior district judge, special assignments judge, and Director of Special Projects for the County Judge of Harris County. She is former chief judge of the Criminal District Courts. Lykos has served as President of the Retired, Senior and Former Judges of Texas. She taught in programs for the Texas Center for the Judiciary, the American Bar Association, and the State Bar of Texas and as an adjunct professor at South Texas College of Law. Judge Lykos has appeared on the following programs, in addition to numerous appearances on television news: Nightline, 48 Hours, and Crime in America. In her first year as DA, Pat launched several initiatives. She created diversion programs for non-violent first offender juveniles and a DIVERT project to reduce DWI recidivism. New divisions and sections are Animal Cruelty, Child Exploitation, Cold Case and Fugitive Apprehension, Mental Health, Post conviction Review, Protection of the Elderly and Disabled, and Victims Rights.

    HPD Homicide Division Sergeant B. Harris and Senior Police Officer M. Waters were a tremendous sucess last year (2010) at TIPs 4th Annual Training Conference, when they presented an inteactive traning on Interrogation Techniques. A few months afterword their renouned exprtise was featured on ABC News at the national level: Read the story Watch the video This year they will be presenting their expertise on Homicide Wounds and Evidence Presenrvation, a very detailed an graphic presentation that is sure to leave a lasting impression on conference attendees.

    Training Presentaiton on the Patron Saints of the Mexican Drug Underworld

    Robert Almonte was sworn in as the United States Marshal for the Western District of Texas on June 2, 2010.  The District spans over 94,000 square miles to include its San Antonio Headquarters and offices in El Paso, Austin, Del Rio, Midland, Alpine, Pecos, and Waco.  The District currently employs 175 Deputy Marshals and 54 administrative staff.  As a lifelong El Pasoan with nearly 25 years of service in the El Paso Police Department, Marshal Almonte spent the majority of his career in narcotics investigations and retired as Deputy Chief of the Department in 2003.  As the Narcotics Commander with the EPPD, he championed innovative programs like the Hotel/Motel Narcotics Interdiction Unit and the West Texas High Intensity Drug Trafficking Area (HIDTA) Stash House Task Force, both of which yielded successful apprehensions through community-policing initiatives.  The West Texas HIDTA Stash House Task Force earned the prestigious Task Force 2000 White House Office of the National Drug Control Policy (ONDCP) award for "Outstanding HIDTA Interdiction Unit".  Robert Almonte has received numerous awards, including the 1999 White House Office of National Drug Control Policy (ONDCP) award for National "Outstanding HIDTA Task Force Commander", as well as a Certificate of Special Congressional Recognition in 2003.  Marshal Almonte is one of the foremost authorities on the investigation of narcotics cases and has spent much time and research on how Mexican drug traffickers subscribe to a unique "spiritual world" they believe aides them in their trafficking efforts and protects them from law enforcement.  He has traveled extensively throughout the United States training law enforcement officers on narcotics investigations. Throughout his career, Marshal Almonte has collaborated with his colleagues across the nation on narcotics issues, holding leadership positions such as the Executive director of the Texas Narcotic Officers' Association, where he once served three terms as President for the association and as Vice-President for the National Narcotic Officers' Association Coalition. He is the author of two published books: "The Evolution of Narcotics Investigations" and "Managing Covert Operations".  He is also a certified instructor through the Texas Commission of Law Enforcement Officers Standards and Education. He attended El Paso Community College and graduated Summa Cum Laude with a Bachelors Degree in Criminal Justice Administration from Park University.

    Workshop: Money Laundering

    David L. Boatright first joined the Office of the Attorney General in 1985. He currently holds the rank of Major and oversees the criminal investigative work of the fugitive apprehension, special investigations, money laundering, and human trafficking efforts that comprise several of the Criminal Investigations Division components. Mr. Boatright was involved in the development of some of the Office of the Attorney General's most innovative criminal justice programs and has a national reputation for excellence in law enforcement. From 2003 to 2010, he served as Chief of the newly created Criminal Investigations Division for Attorney General Greg Abbott. Among Mr. Boatright's responsibilities as Chief were to oversee the criminal investigative work of the Cyber Crimes Unit, Fugitive Apprehension Unit, and Special Investigations Unit, which comprise the Criminal Investigations Division. Under his leadership, the successful Cyber Crimes and Fugitive units have compiled an arrest record of more than 2,800 sexual predators. Mr. Boatright has appeared before the U.S. Congress and Texas Legislature regarding criminal justice issues. Mr. Boatright has been a licensed Texas peace officer for 33 years and prior to joining the Office of the Attorney General he was a member of the El Paso County Sheriff's Department. He received a bachelor of science degree from the University of Texas at El Paso, is a graduate of the FBI National Academy - 221st Session, and a graduate of the FBI Law Enforcement Executive Development Command Institute.

    Dan Timmins is the Regional Vice President for the South Central Region of PIER Systems, Inc. A native Houstonian, Dan has been instrumental in developing regional solutions for large Urban Area Security Initiatives (UASIs), such as Houston and Atlanta. Dan has worked closely with the security staff at the Port of Houston, NASA's Johnson Space Center, University of Houston, and many other high-profile agencies. He has represented small, mid-size and large corporations in the energy, transportation, telecom and Web-based "software as a service" sectors.

    Sergeant T.J. Salazar has developed a unique expertise in international auto theft investigations after spending more than 25 years in the Auto Theft Division of the Houston Police Department. This has made him one of the most sough out instructors in the world for topics such as stolen vehicle identification, cargo theft, and insurance fraud. Over 38 years of experience as a peace officer have afforded him the opportunity to travel to multiple cities in the U.S. and abroad and to cultivate invaluable relationships in the diplomatic, the private and the law-enforcement arenas. Specialties Sgt. Salazar is an FBI-certified instructor of police.
